Iran encourages more international NGOs to come and help refugees ...

At a conference staged earlier this week in Tehran by the Iranian Interior Ministry, UNHCR and the International Consortium for Refugees in Iran, the government urged NGOs to return or establish a presence for the first time.

Under the centrist regime of Hassan Rouhani, elected two years ago, NGOs, once vulnerable to political interference, now have greater legal protections. Within the coming months, government will pass a bill to parliament that will give NGOs a greater voice in official decision-making, shorten the time it takes to register them from six months to one month and make it more difficult to dissolve them. Another new law, which came into force this year, allows NGOs to complain about legal violations on the environment or children's’ rights. Previously, only the prosecutor-general could complain. ...

In the past year, the number of registered NGOs in Iran has risen 30 per cent to 7,000. Most of the newly established NGOs focus on health, the environment and entrepreneurship — avoiding more controversial topics such as human rights. By March next year, the government hopes to increase their number to 10,000. It is in Mr Rouhani’s interest to increase civil society participation, officials and analysts say. “The Rouhani administration believes governments that people trust and feel are part of them are [more] stable,” said Mohammad Darvish, director-general of education and public participation of Iran’s Environment Protection Organization. Since 2013, the number of environmental NGOs alone has increased from 400 to 778, Mr Darvish said. “The shift is seen not only in the government but also in the whole regime, particularly the judiciary, because the rulers have realised social crises such as drought, water shortage and high youth unemployment cannot be resolved without the help of NGOs, which are more trusted by the people,” said an expert, who did not want to be named. “This public cooperation will lead to social development which is in turn the basis for development in other areas such as the economy,” said Bahman Meshkini, … adviser to the interior ministry and the ministry’s deputy head for NGO affairs. ...

Participation in NGOs also chimes with Iranians’ sense of citizenship. There is a long history of public participation on social issues in Iran. During the Iran-Iraq war in the 1980s, women and senior citizens gathered in mosques to sew clothes and pack food for soldiers at the front. ...

The UN said this year that the overall human rights situation in Iran has worsened since Mr Rouhani was elected in 2013, pointing to a surge in the number of executions, and the jailing of journalists and activists. “Iran continues to execute more individuals per capita than any country in the world,” said Ahmed Shaheed, the UN special rapporteur on Iran this year. For his part, Mr Meshkini is determined to pursue government policies about opening the door to NGOs. “The policy of all state bodies is to smile and respect all social activists,” insisted Mr Meshkini.
