2. The Legal Service reaches the following conclusion:

In accordance with Rule 178(3) RoP and an established parliamentary practice, no account shall be taken of abstentions when establishing whether the two-thirds majority of the votes cast, as required under Article 354(4) TFEU and Rule 83(3) RoP, is met.
